Application of Transport Aid in ALU Discount Travel Passes
Foral Order of the Provincial Council of Bizkaia, 20 February 2026
On 19 February 2026, the Governing Council of the Provincial Council of Bizkaia approved (item no. 11 of the Agenda), for the period between 1 January and 31 December 2026, the following measures:
- Free travel for children, pursuant to Royal Decree-Law 17/2025, for persons born between 1 January 2012 and 31 December 2026, applicable to the fares of all transport tickets integrated in concession A-3700, provided they hold a personalized Bat, Barik or Mugi card. It is also hereby informed that, in accordance with the tender specifications, children under 6 years of age accompanied by an adult holding a valid travel ticket may travel free of charge.
- A 50% reduction in fares for youth multi-trip passes.
- A 40% reduction in fares for the remaining multi-trip passes
Pursuant to Royal Decree-Law 17/2025, return tickets and tourist tickets are excluded from these measures, as they are not considered recurrent travel tickets.
Further to the Foral Order, the following is included:
FIRST.– Approval of the price of monthly passes, quarterly passes and 60-trip passes to be implemented under concession A-3700 for the period from 1 January to 31 December 2026, as set out in this notice. The concessionaire company shall refund to users who have paid the full price previously established by the company, prior to the approval of this Foral Order, the difference between the amount paid and the price approved under this Foral Order (after discounts).
SECOND.– Establishment of the basic rules regarding the usability of the different types of discounted passes under the Aid measures:
- Green passes (up to 26 years of age) shall benefit from a 50% discount. Red passes and the 60-trip pass shall benefit from a 40% discount.
- Passes may be used from Monday to Sunday (provided the line operates services on those days).
- The Zuia pass may be used on all services passing through Zuia (Murgia or Ametzaga), on both line A-3714 and line A-3716.
- The Arratia line pass may not be used for journeys originating in Bilbao and ending in Vitoria (or vice versa).
- The 60-trip pass shall have a validity period of four months, in order to maintain the conditions in force as of 30 November 2025 (reference date established by Royal Decree-Law 17/2025).

In tables (A–B), the following information is included:
Table A: fares for travel passes with the discount applied by the company.
Table B: fares resulting from applying the public transport subsidy from the authorities (Provincial Councils and Central Government) in addition to the company discount. In the case of the red pass and the 60-trip pass, the subsidy is 40%, and for the green pass it is 50%.
No se puede aplicar el Billete único en la línea Bilbao-Vitoria-Gasteiz
Informamos que la modalidad de BILLETE ÚNICO, recientemente implantada en las líneas de transporte estatales dependientes del Ministerio de Transportes es de aplicación solamente en las líneas cuyo titular es el Ministerio de Transportes (VAC) de autobús, así como en el transporte ferroviario.
En el caso de las líneas que gestionan las empresas del GRUPO LA UNIÓN (La Unión y Burundesa) solo es de aplicación en el recorrido VAC 225 Pamplona Jaca, no estando operativa en las líneas A 3700 Bilbao>Vitoria-Gasteiz e hijue-las ni en las líneas de Alavabus.
Si en un futuro próximo las autoridades competentes (Diputaciones Forales y Ministerio) autorizan dicho BILLETE ÚNICO para estas líneas se facilitará su operatividad, así como su implantación.

Approval of the Extension of Transport Subsidies for 2026
The Plenary Session of the Congress of Deputies approved this Tuesday, January 27, the Royal Decree-Law 17/2025, a key regulation that guarantees the continuation of public transport subsidies throughout 2026.
As previously reported, we are now awaiting the approval of the corresponding Foral Order by the Provincial Council of Bizkaia, which will definitively establish all discounts applicable to season tickets and multi-journey passes for the A3700 Bilbao–Vitoria-Gasteiz public transport line.
Once the final subsidies are approved by the Provincial Council, the implementation of the definitive discounts and the reimbursement of the accrued amounts to users will be applied immediately.

2026 – Información de ayudas al transporte público
Informamos que el pasado 23 de diciembre se aprobó por la Administración General del Estado el Real Decreto-ley 17/2025 de medidas de promoción del uso del transporte público mediante la bonificación de abonos y títulos multiviaje con las ayudas al transporte público.
En el RD se contempla que las ayudas se prorrogarán durante todo 2026 y que nuevamente podrán ser complementadas por las administraciones locales. Las bonificaciones aprobadas en dicho RDL 17/2025 suponen el mantenimiento de la gratuidad para menores de 14 años, descuento del 50% para menores de 26 años y 20% para el resto de títulos.
Recordar que en 2025 la ayuda estatal para el resto de títulos fue incrementada hasta el 40% por la Diputación Foral de Bizkaia. Se está a la espera de la aprobación, en su caso, de la Orden Foral correspondiente por la Diputación Foral de Bizkaia en donde se concreten definitivamente el total de las bonificaciones de los abonos y título multiviaje al transporte público de la concesión A3700 Bilbao-Vitoria.
La implementación de los descuentos finales y la devolución de las bonificaciones finalmente devengadas a los usuarios, será de aplicación inmediata a la concesión una vez sean aprobadas las ayudas definitivas por la Diputación Foral.
